Rafael Hernandez Colon (b. 1936) was Puerto Rico's Secretary of Justice and a member of the island's Senate before winning the first of three nonconsecutive terms as Governor (1973-1977, 1985-1993). Inheriting serious fiscal problems from his predecessors and - his critics argued - aggravating them in his first term, he lost his first bid for re-election, finally prevailing 8 years later against the rival who had defeated him twice (Carlos Romero Barcelo). A leader of the Popular Democratic, he advocates continued Commonwealth status for Puerto Rico, opposing both statehood and independence. Ink note (unknown hand) on verso.
